National Reform Programme of the Slovak Republic 2024
The National Reform Program of the Slovak Republic 2024 describes the reform efforts of the Government of the Slovak Republic in key structural areas. Its aim is to provide a comprehensive overview of implemented and planned measures by which the Slovak Republic responds to the specific recommendations of the Council of the EU for Slovakia, and at the same time serves as a tool for communicating the fulfillment of the goals of the 2030 Agenda for Sustainable Development and the European Pillar of Social Rights. Given that reform efforts are currently concentrated in the Recovery and Resilience Plan of the Slovak Republic, the material is mainly devoted to these measures and the procedure for their implementation. However, the overview of the reform effort is supplemented by measures beyond its scope, which were identified in cooperation with the relevant departments.

The National Reform Programme of the Slovak Republic 2023 (NRP) describes the reform efforts of the Government of the Slovak Republic in key structural areas. It aims to provide a comprehensive overview of the measures implemented and planned by the SR to respond to the Council of the EU's specific recommendations for Slovakia, regardless of whether these measures are implemented through EU cohesion policy, the Recovery and Resilience Plan of the Slovak Republic (RRP) or from the state budget. At EU level, the NRP is a key part of the European Semester cycle, in which it is presented to the Council of EU and the European Commission2 and plays a central role in facilitating collective monitoring and multilateral debate on policy challenges and how to address them. The NRP also serves as a tool to communicate the implementation of the 2030 Agenda for Sustainable Development and the European Pillar of Social Rights.

The National Reform Programme of the Slovak Republic 2022 (NRP) describes the reform efforts of the Slovak Government in key structural areas. Its aim is to provide a comprehensive overview of the implemented and planned measures by which the Slovak Republic is responding to the specific recommendations of the Council of the European Union for Slovakia (CSR), irrespective of the source of funding for these reforms and related investments. The NRP now also serves as a tool for communicating the implementation of the 2030 Agenda for Sustainable Development (2030 Agenda) and the European Pillar of Social Rights (EPSP), replacing the Europe 2020 strategy that has been the backbone of the past decade.
National Reform Programme of the Slovak Republic 2020
The National Reform Programme of the Slovak Republic 2020 focuses on the preparation process for structural reforms over a longer horizon and describes the measures by which the Slovak Republic reacts to the Council’s Country-Specific Recommendations for Slovakia, taking regard of the Manifesto of the Government of the Slovak Republic for 2020 to 2024 as well. Using a comprehensive approach to prioritisation, which also takes into account other measures of the quality of life in addition to GDP, it has identified education, labour market and allocative efficiency based on effective public administration as the major structural challenges for Slovak economy.

Even though the NRP provides a summary of consolidation measures, the key document of the Slovak Government in this respect is the Stability Programme. After the current successful consolidation of public finance, employment represents the biggest challenge of the economic policy; it is therefore the key topic of the NRP 2014.

National Reform Programme of the Slovak Republic 2011 - 2014
The National Reform Programme of the Slovak Republic for 2011-2014 contains measures which the Slovak Government intends to implement during its term in office until 2014 under the Europe 2020 strategy. The programme contains a set of measures necessary in order to enhance economic recovery from a short-term perspective and improvements in the quality of life in the medium-term. The National Reform Programme of the Slovak Republic 2010 is the first programme under the new EU strategy called Strategy Europe 2020. As requested by the European Commission, this draft NRP mainly identifies macro-structural bottlenecks to growth and proposes measures to address them, in line with the Europe 2020 Integrated Guidelines. It was prepared on the basis of documents and information provided by individual ministries, takes into consideration short-term structural measures approved by the Slovak Government in September 2010, and in line with the Manifesto of the Government of the Slovak Republic.

The National Reform Programme of the Slovak Republic for 2008 – 2010 – Implementation report 2009 is the first assessment of progress in the fullfilment of measures included in the NRP for 2008 – 2010 within the new three-year cycle of the lisbon strategy. The Slovak republic has submitted the report containing the assessment of the measures´ implementation within five key challenges of the lisbon strategy over the last 12 months to the European commission. The report addresses specific recommendations of the European commission as well as challenges of a negative development in the external environment. Due to an interlinkage between the crisis and structural policies, a separate chapter is devoted to the up-date and interim assessment of anti-crisis measures which complements the chapters covering measures in research, development and innovation, education, employment, business environment and climate change and energy policy.

The document was prepared in the second half of 2006 when a new government came into office. Consequently, it only assesses measures with implementation deadline until the first half of 2006. It also generally outlines measures in areas where the new government provided more detailed guidelines.

In March 2005 the heads of member states present at the summit of the European Council decided to enhance the dynamics of the Lisbon process, because results of the "half-time" assessment of the Lisbon strategy before the summit clearly indicated that the chief targets of the Lisbon strategy will not be achieved within the determined period. With the aim of avoiding failure, the European Council accepted several key measures changing the content as well as the mode of implementation of the intentions and targets of the Lisbon strategy in part. In conformity with new coordination processes, the strategies of member countries are drafted in three-year program cycles and are presented in National Reform Programs. The focus and content of these strategic documents are derived from the new guidelines of the EU economic policy – from the so-called Integrated Guidelines, while the most important specific priorities and individual activities are determined by individual member states.
As regards the Lisbon process, the Slovak Republic has in a way overtaken the events at the European level. In February 2005 the Slovak government adopted the Strategy of the Competitiveness of Slovakia by 2010 which is considered to be the National Lisbon Strategy and therefore it was also applied as a basis and focus of the National Reform Program for Slovakia.
The aim of the National Reform Program is so that Slovakia could reach the standard of living of advanced EU countries as fast as possible, by fast and sustainable economic growth. As with the National Lisbon Strategy, the National Reform Program is based on two pillars: finishing of structural reforms and maintenance of their results; and development of the knowledge economy. The National Reform Program is preferably focused on the development of five areas that promote the development of the creative potential of the Slovak economy best. They form one whole,in which each of them is equally important -education; employment; information society; research, development, and innovations; and business environment.
